2. Eligibility Criteria & Essential Requirements ✅

1. Citizenship & Domicile

  • Must be a Pakistani national.
  • Preference for candidates domiciled in Islamabad Capital Territory or nearby districts for office‐based roles; open to all Pakistani citizens for nationwide recruitment.

2. Age Limits

  • Senior/Deputy/BS-09 & BS-10 posts: Maximum age 60 years as of the closing date (16 June 2025).
  • BS-07 posts: Maximum age 45 years as of 16 June 2025.
  • BS-05, BS-02, BS-01 posts: Maximum age 35 years as of 16 June 2025.
  • Relaxation: Age relaxation according to Government of Pakistan rules (general +5 years; BPS 1-16 issued by 04.09.2008).

3. Academic Qualifications

  • Detailed under each position above—ranges from a Master’s degree (CS, Mass Communication, IR, CE) to Primary pass for Naib Qasid.
  • Degrees must be from HEC-recognized universities/colleges or boards recognized by the Government of Pakistan.
  • Shorthand & typing test speeds to be proven by skill test (for stenographers and stenotypists).

4. Professional Experience

  • Minimum 3 to 18 years as specified per role: e.g., 16 years for Senior Systems Analyst; 4 years for Senior Software Developer, 3 years for Driver etc.
  • Experience must be gained in government, semi-government, or reputed private organizations.
  • Must provide experience certificates and reference letters from previous employers, detailing roles and responsibilities.

5. Technical Skills & Computer Literacy

  • Software/IT Roles: Mastery of programming languages, frameworks, DBMS, web technologies, and design tools (Adobe CS, Adobe XD, Figma, etc.).
  • Media & PR Roles: Proficiency in multimedia production, social media tools, release drafting, and event coordination software (e.g., Cvent).
  • Civil Sub-Engineer: Proficiency in AutoCAD (2D/3D), MS Project, quantity estimation software, and familiarity with NAC and PPRA procurement guidelines.
  • Office & Clerical Roles: MS Office suite (Word, Excel, PowerPoint), email clients, basic record-keeping systems.

6. Physical & Driving Requirements

  • Drivers (BS-07 & BS-02): Hold a valid LTV driving license, minimum 3 years of driving experience, have a clean driving record, and be familiar with federal and provincial roads and regulations.
  • Naib Qasid: Physically fit for office errands, couriers, and general utility work within the secretariat.

7. Character & Conduct

  • Must produce a Character Certificate or Police Clearance Certificate (issued within 6 months).
  • No criminal convictions, pending cases, or departmental disciplinary proceedings.
  • Government servants: submit the application through the proper channel and provide a No Objection Certificate (NOC) from the head of department.

4. Technical/Practical Tests For IT-related posts (senior systems analyst, deputy IT, senior software developer, web designer, civil sub-engineer). Practical coding/design tasks & AutoCAD. 1–5 July 2025
5. Written/Knowledge Test For Media Expert, Deputy Director (PR), and other specialized roles:e-choice and short-answer questions on domain knowledge. 6–8 July 2025
6. Panel Interviews In-person interviews at SIFC HQ, Islamabad—or by video conference for outstation candidates. Panels include senior SIFC officialsals and subject-matter experts. 10–18 July 2025
7. Final Shortlist & Medical Exam Successful candidates will undergo a medical fitness test at a government/army medical examination facility in Islamabad. 20–25 July 2025
8. Offer Letters & Joining Formalities Final merit lists are published; offer letters are issued. Selected candidates complete onboarding documentation and are given reporting dates. By 31 July 2025
